The statutory functions of the Civil Service Commssion are contained in Section 207, Schedule 11 of the 1999 Constitution of the Federal Republic of Nigeria.

The Commission is vested with powers to:
i. Appoint persons to offices in the State Civil Service;
ii. Promote and advance deserving officers into posts in different Salary Grade Levels;
iii. Discipline persons holding such offices;
iv. Process and approve transfers (inter-cadre, inter-service and lateral) and secondment of staff; withdrawals, retirements e.t.c
v. Set up general and uniform guildlines for appointments, promotions and disciple;
vi. Act as custodian of comprehensive and up-to-date personnel records for the Civil Service.

The Commission runs four Departments, namely:

• Administration and Finance

• Planning Research and Statistics;

• Appellate and Monitory; and

• Recruitment and Promotions

The Commission had always recognized these delegated powers and ensured that Ministries and Extra-Ministerial Departments rendered returns in respect of actions taken regarding to all delegated powers regularly to the Commission, to enable it monitor and ascertain the extent to which the guildelines were adhered to.

The roles of the Ministries and Extra-Ministrial Departments on appointments, promotions disciple with respect to staff on Salary Grade Levels 06 and above remained advisory in nature as recommendations with appropriate briefs and minutes of the meetings of Personnel Management Boards continued to be forwarded to the Commission for consideration and approval.
