The Commissioners

Dr. Sargini Eddy Ugboma (JP)

He is the 1st Member of the Commission. He holds a Diploma in Agriculture, Associate Degree in Arts, Bachelors and Masters in Political Science (North West University, Missouri, USA) and a Doctorate in History from the University of Benin where he beacme a lecturer (1978-1990). Before then, he worked with the Ministry of Agriculture, Benin City ( 1963-1972) before leaving the shores of this country on study leave to the United States. Other political appointments and positions held before now include (but not limited to):

  1. Local Govt. Education Secretary, Isoko South LGA (1991);
  2. Secretary, Isoko South LGC
  3. Chairman, Delta State Transition Committee from Military to Civilian Administration (Ibru Administration)
  4. Special Adviser on Education to Governor Olorogun Felix Ibru (1992-1993)
  5. Political Adviser to Rt. Hon. Olise Imegwu (Speaker, Delta State House of Assembly) 2007/2008;
  6. Special Adviser to Prof. Eric Opia (Sole Administrator, OMPADEC;
  7. Elected chairman, United Congress Party
  8. Chairman, Action Committee of the Social Democratic Party (SDP)
  9. Delta State Chairman of Chief Abiola Campaign Organisation
  10. Member , Committee for the Creation of Delta State
  11. Member, Constituent Assembly charged with the responsibility of drafting the Nigerian Costitution (1989/1990)

Community Development:

His love for his community and passion for service is evidenced in his various contributions to the creation of a public secondary in Ivrogbo, extension of electricity, tarring of Irri-ivrogbo road by OMPADEC, etc. An ardent lover of Sports, Dr. Sargini Eddy Ugboma is married with children.

Lady (Chief) Roseline Eno Amioku (JP)

She is the 2nd Member of the Commission. She is an acommplished educationist who started her teaching profession as a Grade II Teacher in the early 80sand grew to the rank of Principal Merit Grade, SGL 16 between 1981 and 2014.


She had her primary and secondary education in Convent primary School and Chude Girls Grammar School both in Sapele between 1959 and 1972. She proceeded to St. Michael’s.

Dr. (Mrs.) Philomena E. Oyearone (JP)

She is the 4th Member of the Commission. She holds a Teachers Certificate Grade II, A.C.E., N.C.E., a Bachelor’s degree in Physical & Health Education, a Masters Degree in Curriculum Studies & Educational Technology and a Doctorate Degree in Curriculum Studies (Physical Education). Until her appointment into the Commission in 2017, she was a Chief Lecturer and member of the Academic Board of the Delta State College of Education, Warri. She has been the HOD of Physical & Health Education as well as HOD, Curriculum Studies & Instructional Technology Departments respectively. She is a member of numerous professional bodies which include STAN, NAPHER-SD, NAHET and NAWIS. She is also a prolific writer and have to her credit three (3) books and several academic journals.

As a member of the Peoples Democratic Party (PDP), she has had other political appointments before now. They include:

  1. Board Member, Bendel Steel Structure (2000-2003).
  2. Hon. Commissioner for Culture & Tourism 2003-2005.
  3. Special Project Director, Olomu Bridge 2006-2007.
  4. Member, State PDP Elders Committee (2006-date).

Dr. (Mrs.) Philomena E. Oyearone (JP) is a recipient of several awards in many spheres of life i.e. Golden Service Award (FIHNR), Justice of Peace (JP), etc. In recognition of her service to humanity and societal development, she was conferred with a number of chieftancy titles by different traditional kingdoms across the State amongst which are:

  1. Osueya of Mosogar Kingdom (Ethiope-West LGA).
  2. Ovwhemu of Ogor Kingdom (Ughelli North LGA).
  3. Uruemuesiri of Olomu kigdom (Ughelli South LGA).
  4. Akaji Obodo of Obior Kingdom (Aniocha South LGA).

An educationist par excellence, her hobbies include swimming, dancing, Badminton, discuss current affairs on Radio & Tv and traveling. She is married with children.
