Appelete and Monitory

The Commission had a Policy Unit, four Directorates and many sections namely:

  1. Policy Unit

    This is made up of the office of the Chairman, four Commissioners and the Office of the Permanent Secretary. This is the policy making body for personnel matters statutorily assigned to the Civil Service Commission. The Permanent Secretary serves as the Secretary to the Commission as well as the Head of Administration.

The Secretariat of the Commission

The Secretariat of the Commission is headed by a Permanent Secretary with four (4) Directors and ninety-five (95) supporting staff. The Chairman is the Chief Executive while the Permanent Secretary is the Accounting Officer. For the effective and efficient performance of its roles, the Secretariat is made up of four (4) Operational Departments manned by Directors and a legal unit. The Departments are listed as follows:-

  2. Appellate and Monitoring
  3. Recruitment and Promotions
  4. Planning Research and Statistics

Legal Unit

The Legal Unit is domiciled in the State Ministry of Justice. It offered legal advice on Court verdicts and resolutions of the State House of Assembly and discipline of Civil Services in accordance with Constitutional and statutory powers of the Commission.

Recruitment

The Commission offered appointment to three hundred and seventy-five (379) candidates in both the junior and senior category for the State Civil Service in the year under review. Three hundred and seventy-six were offered probationary appointment while three (3) were contract appointment. One hundred and seventy-nine (179) or 47.23% of those offered appointment were male while two hundred (200) or 52.77% were females. Furthermore thirty-nine (39) or 10.29% were in junior cadre (salary grade level 01-05), three hundred and thirty-nine (339) or 89.45% were in Supervisory cadre (salary grade level 06-12) and one (1) female in the management cadre (salary grade level 13 and above). Promotion

A total of one thousand three hundred and seventy (1,370) or 13% of staff were either promoted or advanced to various grades in the civil service. By gender eight hundred and ninety four (894) or 8% were male staff while four hundred and seventy-six (476) or 5% were female. The distribution by salary grade level and sex as indicated in table.....page..... Junior cadre, the salary grade level 01-05 has two hundred and eighty-five (285) male staff and one hundred and twenty-two(122) female staff. In the category of the middle management cadre, salary grade level 06-12 has five hundred and twenty-three (523) male staff were promoted/advanced to various grade levels while three hundred and seven (307) female staff were also promoted in supervisory cadre, making the total to be eight hundred and thirty (830) staff. In the management cadre, salary grade level 13 and above. A total of one hundred and thirty three (133) staff were promoted in this category. Eighty-six (86) were male staff while forty-seven (47) were female staff.

Confirment of Appointment

One hundred and fifty-two (152) staff had their appointment confirmed. Out of this one hundred and thirty one (131) or 86% were in junior cadre while twenty-one(21) or 14% were in supervisory cadre, there was no confirmation of appointment in the management cadre.
